Rumors circulating recently on social media of modular home manufacturer ADMARES deciding on a location other than Ware County for its first operation in the United States are just that — rumors — Jason Rubenbauer said.
The Waycross-Ware County Development Authority President/Chief Executive Officer said Sunday, January 4, nothing has been conveyed from the firm about any change in plans for its first plant outside its home base in Turku, Finland. The company announced in late May, 2023, it had chosen a site near the Waycross Ware County Industrial Park for a $750 million operation that would bring about 1,400 jobs to the community.
“The Waycross and Ware County Development Authority has reached out to the company regularly and have not received any updates regarding their plans,” Rubenbauer said. “Any updates provided by the company on their status will be provided as directed by the company when received. All speculation and rumors are just that and have no credibility and can hinder this and any other developments the Authority is working on.”
Rubenbauer said his last contact with ADMARES came in October, 2025. Social media comments have said the company has abandoned its local plans in favor of a location in Texas.
The Waycross Journal-Herald sought comment from the company through an email to its media relations department as well as through phone messages to the economic development offices for the states of Georgia and Texas. None had been returned by press time Monday.

A check of the news portion of the ADMARES website shows a story on the firm’s plans to locate an operation in Australia, but nothing else on expansion. Also on the site was a story dated last week on the company naming a new CEO.
In a joint announcement May 30, 2023 with the state, ADMARES said it had chosen Ware County for its first operation in the U.S. The company uses state-of-the-art technology in robotics to build a variety of homes and other dwellings in a plant setting for shipment and set up on the purchaser’s property.
The plant initially was to open a 2.5-million-squarefoot, build-to-suit facility on a site along Georgia Highway 23. At the time of the announcement, production expected to begin in late 2025.
It was announced early last year that date had been extended into this year with a change in company management.
“We strongly ask all citizens to refrain from speculating and spreading false information on any business or industrial prospects,” Rubenbauer said. “We assure the public we will provide information through our official channels when companies are ready and willing to share information with the public.”
