ESPLOST: Education Special Local Option Sales Tax. A 1 cent sales tax to assist local schools. Public Service Commission: Elected body that regulates pricing of telecom, electric and natural gas services. Nonpartisan: Georgia municipal elections for positions such as mayor and city council do not require candidates to declare a political party. Millage: The rate used to calculate property taxes. One mill is equal to 1/1000 of a U.S. dollar.
