Continuing to inventory the vehicle, Jacobs found a broken bottle containing an alcoholic beverage behind the driver’s seat. Shortly thereafter, a man Jacobs identified as Kovach came to the scene and stated to Jacobs the car was his.
Jacobs said Kovach had staggered movements and slurred speech. Kovach was placed under arrest and a warrant was obtained to draw blood.
Kovach was transported to the Ware County Jail where he was booked about 11:40 a.m. During a a search by a detention officer of Kovach’s person found a small bag containing an oval-shaped pill that later was identified as hydrocodone. The officer also found a green, leafy substance in a small bag in Kovach’s front pants pocket later identified as marijuana.
