Commission highlights

The Board of Comm issioners discussed/voted on the following agenda items during the Tuesday, May 6 work session and Thursday May 8 regular meeting.

• Planning Commission Board appointment: Commissioners approved Justin Smith.

• Dept. of Family & Children Services Board appointment: The commission approved Teresa Hurst to the DFACS board.

• Development Authority board appointment: Commissioners approved William Harris.

• E&R taxes on listed parcels sold by County: Cason told commissioners this matter was about properties the county recently sold.

“There are taxes still on the book,” said the county manager. “She (Pat Tompkins) is asking for the approval to take them off the books.”

• Skid units for Waynesville VFD: Commissioners approved the purchase of two nearly new skid/brush firefighting units from NAFECO for $33,099.88.

A second bid from Darley was for $18,480 each totaling $36,960.

The funding will come from the Waynesville VFD account.

• Jaws of Life for Waynesville VFD: The commission approved the bid of $44,455 from Rescue Systems for a new Electric Powered Extraction equipment with extra batteries for the Waynesville Volunteer Fire Department.

WVFD, which at one time had three sets, was down to one. A second bid from AST was for $47,251.

The purchase will be paid out of the Waynesville VFD account.

• Fire hose for Waynesville VFD: Commissioners approved the purchase of multiple sections and dimensions of fire hose for the Waynesville VFD totaling $22,064 from AEST Fire and Safety.

Two other bids were received from 10-8 ($21,479.52) and MICO out of Florida ($25,328).

Funding will come out of the Waynesville VFD account

• Juvare I PAWS alert — EMA: Commissioners approved the $11,162.81 purchase to utilize the I PAWS alert system from Juvare to replace Code Red.

Cason explained the county was currently paying $17,000 a year during the work session.

“This is going to allow us the capability, instead of you having to register for a notification system when we have any storms, to broadcast this out to what they call a GEO fenced area. You circle a spot on the map and it sends it to every cell, radio and television in that area.

“It’ll be just like you’re getting an amber alert on your phone. We won’t have to have any people register for it, and it will automatically send it out. It actually sends it to counties next to us.”

The funding will come from the EMA Operating budget.

• Rec Dept. baseball uniforms: The commission approved the $13,440 purchase of baseball uniforms for the recreation department.

According to the county manager, the reason for the high cost was because of adding pants.

• Senior Center congregate and home delivered meals contract: Commissioners approved the annual contract with the South Georgia Region Commission to provide congregate meals for senior citizens in the amount of $44,449. The cost to the county is $4,445 and will be paied out of the Senior 11 ptCenter operating budget.

• Bids to update power outlets at courthouse: The commission approved the bid of Arrowhead Electric for $10,750 to replace and update the electric service on the outside of the courthouse.

“We need to update and improve the electrical system outside the courthouse so we don’t have any more stoppage for events like we had during at Christmas,” said Cason. “We will have a new pole on each side of the building so we won’t be operating out of one spot.”

Four bids were received for the project.

• New lease for Caterpillar motor graders: Commissioners agreed to continue to utilize the lease agreement with Caterpillar with four new motor graders (two flat road, two slopers) before the end of the year.

According to Cason, the grader with a sloper is $380,003 and the one without a sloper is $355,950.

“We lease these products, the county manager said during the work session. “Basically, this is a continuation of the lease. We would start with the first one in July, so we would make post payments then, but the other three don’t come out until the end of the year.”

This will be paid for out of the designated line item in the Road Department budget.

• Agreements for new back hoe and new excavator: Commissioners approved to purchase a PM (Preventive Maintenance) agreement for five years from Yancey Equipment for $23,991.55 for the back hoe and $17,842.95 for the 323 excavtor.

Funding will be paid from the Road Department’s 2019 SPLOST (Special Local Option Saless Tax).
