The Brantley County Board of Commissioners discussed/ voted on the following agenda items during the Tuesday, September 1 work session and the Thursday, September 3 regular meeting.
• Change of October meeting dates: The board unanimously approved the motion of Commissioner Brian Hendrix and a second by Commissioner Randy Davison during the Thursday, September 3 regular meeting of changing the October meeting dates to a Tuesday, October 13 work session (original date October 6) at 6 p.m., and a Thursday, October 15 (original date October 8) regular meeting at 6 p.m.
• Sheriff’ Department request to surplus vehicles: The board unanimously approved the motion of Commissioner Andy Riggins and a second by Commissioner Davison for surplusing eight sheriff’s vehicles, specifically eight 2020 and 2021 F-150s, to be sold via Enterprise.
Proceeds will be applied toward the cost of new trucks, according to County Manager Joey Cason.
• Satilla Health Foundation “Satilla Advocacy” lease renewal: An annual renewal was unanimously approved with the motion of Commissioner Brian Hendrix and second by Commissioner Hal Herndon for the Satilla Health Foundation Satilla Advocacy to utilize half of the senior citizen center.
“This is an annual renewal for sharing the building with the Senior Center,” County manager Joey Cason explained during the Tuesday work session.
• Hazard Mitigation bids: The board unanimously approved South Georgia Regional Commission as the low bidder for a Hazard Mitigation Plan Update at a cost of $25,000, funded by a grant on a motion by Commissioner Riggins and a second by Commissioner Herndon.
“This plan is something that’s done every five years by all counties in the region commission area,” said Cason during the work session.
• Radio Tower buildings quotes: Commissioners unanimously approved the motion of Commissioner Hendrix and second by Commissioner Riggins for the purchase of three metal buildings ($3,519 each) from Lark Buildings for $10,557 to be used as new radio tower buildings.
Funding will come from Capital Projects.
• Turnout gear for Calvary Volunteer Fire Department: The board unanimously approved the motion of Commissioner Herndon and second by Commissioner Davison for the purchase of three sets of turnout gear from NAFECO for $10,635.
Funding will be through the department’s operating budget.
• Purchase of UTV for EMS: Commissioners unanimously approved the motion of Commissioner Hendrix and second by Commissioner Davison to purchase an EMS support utility vehicle from Williams Fire Apparatus for $47,625.
The purchase will be funded through the EMS’s Capital Outlay budget.
“This is a turnkey situation that can be here in 45 days,” Cason told commissioners.
• Purchase of electric stair chair for EMS: The board unanimously approved the motion of Commissioner Herndon and second by Commissioner Hendrix for a Stryker electric stair chair at a cost of $12,233.74 to replace an old manual chair.
Funding will be through the EMS Capital Outlay budget.
• New transport vehicle for coroner: Commissioners unanimously approved the motion of Commissioner Hendrix and second by Commissioner Herndon to purchase a new transport vehicle for the coroner from Mike Birch Ford for $54,885.
The purchase will be funded through the EMS Collection Fund account.
• Waynesville VFD purchase of two tanker trucks: The board unanimously approved the motion of Commissioner Davison and second by Commissioner Riggins to purchas two 1993 Freightliner tanker trucks from Brendleton Fire and Rescue for $63,759.
Commissioners were told one of the vehicles has 5,000 miles and the other has 66,000 miles. One holds 3,330 gallons of water and the other 2,000 gallons.
“They were able to negotiate a two-for-one deal,” stated Cason.
Funding will be through the Waynesville VFD Operating budget.
• Waynesville VFD purchase of brush truck and tanker: Commissioners unanimously approved the motion of Commissioner Davison and second by Commissioner Hendrix to purchase of a brush truck and tanker from Cole City Volunteer Fire Department for $130,000.
“It’s a 2003 International 4x4 and a 1998 International E1 tanker that holds 1,800 gallons,” Cason explained.
Both of these apparatuses come 100 percent equipped with everything except for SCBAs.
Funding will be through the Waynesville VFD Operating budget.
• Breathing apparatus for Waynesville VFD: The board unanimously approved the motion of Commissioner Riggins and the second of Commissioner Davison for the purchase of 10 sets of once used SCBA breathing apparatus with air tanks from Ten 8 for $49,952, plus 20 Pro Lite air cylinders for $17,200 for the Waynesville VFD.
“The reason they did it separate is because the total price from Ten 8 would have been greater,” explained Cason. “This is a savings of $8,587.”
Funding will be through the Waynesville VFD Operating budget.
• Annual chassis maintenance service for Nahunta VFD: Commissioners unanimously approved the motion of Commissioner Davison and second by Commissioner Riggings for the annual chassis maintenance by SEMS for $11,164.71.
It will be funded through the Nahunta VFD Operating budget.
• Change of vendor for Hoboken VFD: The board approved a motion by Commissioner Riggins and a second by Commissioner Hendrix for a change in vendor for a brush truck from Robbie Robinson Ford to Woody Folsom Ford for $71,841.
“Robbie Robinson increased its price after you approved the purchase last month,” said Cason. “Basically they added a charge that would have made it greater than what you had approved. Woody Folsom came in actually slightly less than what you originally approved.”
The purchase will be funded through the Hoboken VFD Operating budget.
• New fire truck for Nahunta VFD: Commissioners unanimously approved the motion of Commissioner Hendrix and second by Commissioner Davison for the Nahunta VFD to purchase a new 2026 International Cab Pumper from Deep South Fire Trucks for $482,450, financed through Prime South Bank.
“Half of this would be paid down out of their operating budget,” stated Cason. “Prime South is willing to finance the rest at 4.75% for 10 years.”
Cason said the turnaround time to get a fire truck right now is somewhere between 18 months, 24 months at best.
“One of the companies was three years,” he said. “This one will be here next year.”
• Purchase 1997 International 4900, 1,000-gallon pumper truck for Nahunta VFD: The board unanimously approved the motion of Commissioner Riggins and second by Commissioner Davison for a $15,000 purchase of a 1997 International 4,900-gallon pumper truck from Cartime Wholesale Group.
The purchase will be funded through the Nahunta VFD Operating budget.
• Extraction tools for Waynesville, Hoboken, Hortense and Nahunta VFDs: Commissioners unanimously approved the motion of Commissioner Herndon and second by Commissioner Davison to purchase extraction tools from Rescue Systems Unlimited for $187,205 to be split among Waynesville, Hoboken, Hortense and Nahunta VFDs.
Fund will be through each departments operating budgets.
“This is basically broken down in the amounts for each department,” explained Cason.
• Amend zoning request: The board unanimously approved the motion of Commissioner Hendrix and second by Commissioner Davis for a zoning variance allowing a horse boarding business on agricultural property at the corner of Dewey Hickox and Cane Road.
“The changing or amending the zoning request was from Jason Snyder from a special exception to a variance,” Cason told commissioners during the work session. “There was an equine business used here in the past.”
• County Manager’s report: Cason told commissioners during the Tuesday work session the Georgia Department of Audits and Accounts issued a letter stating no items were identified for immediate correction in Brantley County’s fiscal year audit.
The report confirmed that the county is meeting its reporting requirements for Georgia local governments.
