HOBOKEN — Two people were taken into custody on drug charges Thursday after Hoboken Police Department officers conducted a traffic stop on Georgia Highway 15.
The driver, 58-year-old Kenneth Spencer of Jacksonville, Fla., and his passenger, 52year-old Celena Owens of Hazlehurst, Ga., face five charges each.
According to the report of Officers Drew Stone and Barry Dasher, the June 18, 2026 traffic stop was made at approximately dusk. The traffic stop was made after observing a vehicle traveling without its required headlights illuminated.
During the stop, Officer Stone detected the odor of an alcoholic beverage coming from the vehicle. After making contact with the occupants, consent to search the vehicle was obtained.
During the search, Officer Stone and Officer Dasher located suspected illegal narcotics, drug related objects, an open container of alcohol, and multiple prescription medications believed to be unlawfully possessed.
As a result of the investigation, Spencer was charged with Headlight Requirements Violation (reason for stop), Driving While License Suspended, Open Container violation, Possession of Schedule II Controlled Substance (suspected crack cocaine), and Possession and Use of Drug Related Objects.
Owens was charged with Possession of Schedule II Controlled Substance (suspected crack cocaine), Possession of Schedule II Controlled Substance (methadone), Possession of Schedule III Controlled Substance (suboxone), Possession of Schedule IV Controlled Substances (Xanax and clonazepam) and Possession and Use of Drug Related Objects The Hoboken Police Department would like to extend our sincere appreciation to the Brantley County Sheriff’s Office and the Georgia State Patrol for their assistance during this traffic stop.
This incident serves as another reminder that proactive traffic enforcement plays an important role in keeping illegal drugs and impaired drivers off our roadways. What began as a simple traffic violation quickly led to the discovery of multiple criminal offenses.
