The Georgia Bureau of Investigation has arrested and charged Shacondra Ashley Minor, 33, of Ware County with Cruelty to an Inmate (a felony), Violation of Oath by a Public Officer (a felony), and Simple Battery (a misdemeanor).
Minor is a former Detention Officer with the Ware County Sheriff’s Office, according to the Friday, May 22 release from the GBI.
The Ware County Sheriff’s Office requested May 5 that the GBI to investigate an April 30, 2026, use-of-force incident at the Ware County Jail involving jailers and a female inmate, the release said.
During this incident, the inmate sustained nonlife- threatening injuries that did not require hospital treatment, the release said. As a result of this investigation, Minor was arrested Friday morning, May 22 after being dismissed from her position at the Ware County Sheriff’s Office.
Minor was booked at the Ware County Jail. She was released upon posting bond following an appearance before a magistrate, according to a release by Ware County Sheriff Carl James.
“The trust of our community is sacred, and we will hold our personnel to the highest standard,” Sheriff James said. “This arrest shows our dedication to maintain that standard and to display transparency and accountability — showing that no one is above the law.”
As the Ware County Jail administrator was conducting a preliminary review of the use of force between Minor and the female inmate, he noted the use of force appeared to indicate a violation of jail policy and state law, the WCSO release said. Sheriff James then requested the GBI conduct an investigation that resulted in arrest warrants being obtained Thursday, May 21.
Minor was arrested without incident at the Ware County Sheriff’s Office, and she was also booked into the Ware County Jail the morning of Friday, May 22, 2026.
Minor had been employed with the Ware County Jail for just more than three years, and she began her career, the release said. The investigation into the incident remains active and ongoing.
Once complete, the case file will be given to the Waycross District Attorney’s Office for prosecution. Jessica Hamilton is the GBI Special Agent in Charge.
